A Census Jackpot Could Save a Billion by Giving Away a Million

Question: How could Census 2010 be completed almost entirely by mail and online, save taxpayers the billion dollars usually paid to enumerators and, yet, garner more highly accurate data? 
Answer: Present the potential of a handsome reward to census respondents through census-based FREE state lotteries.

The Plan 
In each "Census Jackpot state" every respondent living within its borders who completes a census questionnaire would become a potential winner of the big bucks prizes put together by civic-minded foundations, corporations and just plain visionary rich folk. An official group within each state would be set up to organize and oversee the lottery.

Shielding the feds from criticism of encouraging gambling, the Census Bureau would have no part in running this sensible experiment in data gathering. The Census Bureau would simply verify that the information submitted on the census questionnaires by the winning respondents is accurate and complete.
